In GivRum we are working to develop new methods for making citizens a permanent part of the community based and citizen-involving urban development. Temporality has always been one of the tools we have used as leverage for grassroots projects and citizen-driven projects.

The Challenge
How do we create vibrant cities? And how do we ensure a broad citizen involvement in urban development?

In 2015 the Ministry of Immigration, Integration and Housing asked GivRum to formulate a note defining the term ‘temporality’ and what new opportunities this provides for creating sustainable processes in which local citizens take an active part in the development of their own city. The note should consider the following:

  • How temporality can be used to break down the silo mentality and organization in the municipalities
  • How temporary collaborations can be organized, and what new perspectives will emerge as a result of working with temporality
  • Inspiration and concrete inputs to temporary development projects

The Solution
In the note we describes how temporary projects can act as a catalyst for local communities, and thus how it can help to create a positive development locally. Of note consists of:

  • A review of the different roles of temporary projects
  • A description of what temporality can contribute in the development processes
  • Examples of temporary projects from Denmark and abroad

Temporality and temporary projects are increasingly being used as part of the area renewals to test different solutions on specific issues. When impermanence is used as an urban development strategy it opens up for both creativity and co-creation in places that are not familiar with these processes. Temporality can thus act as a catalyst for user-driven communities (working communities, entrepreneurial communities, urban garden communities, exercise communities, etc.) that creates both economic, social and cultural growth, while helping to qualify the permanent solutions.

Temporary activities gives space to explore and experiment with the development of the city, and are therefore a powerful tool to qualify permanent solutions to problems of urban development.

At the same time temporality is a driving force for and a catalyst to create activity, growth and local involvement in areas that would stand idle and who appears unattractive. These areas can attract and form the basis for the development of new innovative communities of entrepreneurs, creative, project managers, and others that can trigger a positive spiral that increases the local incentive to contribute to the development of the city.
